Chris Molinski, Director General, Technology and Information Management Services Directorate and Chief Information Officer, Transport Canada

Chris Molinski

Chris has over 30 years experience in the IT/IM domain with various Canadian Government Departments, including the Department of National Defence and Transport Canada. He has held progressively senior positions, including Chief of Data Centre Operations; Director, Computer Operations and Network Services; Director General, Technology and Information Management Services Directorate and Chief Information Officer at Transport Canada (present). Areas of special expertise include the overall direction and management of a large scale corporate IT/IM organisation. As the CIO, he is currently responsible for all IT/IM services in the department.


Karen N Pile, Director of Information Strategy & Services (CIO), Department for Business Enterprise & Regulatory Reform, UK Government

Karen N Pile

Karen is an experienced business and technology leader on the international platform incorporating 11 years market research expertise, 17 years consulting and academic experience at Oxford Brooks University with specialist expertise in knowledge value capture.  Karen joined DTI (now BERR) in 2005 and was appointed Director in 2006.  She is a member of the UK Knowledge Council which has a strategic focus on developing a knowledge and information strategy for government, facilitating the wider reuse of public sector information and the review of business and behavioural change in information delivery


Graham Fry, Division Manager, Australian Government Information Management Office, Department of Finance and Deregulation, Australian Government

Graham Fry

Graham was appointed to his current role in April 2008. The role oversees a range of whole of government programs such as addressing the ICT skills shortage, enhancing ICT investment management in Australian Government projects, addressing emerging technology trends and enabling safe, efficient e-business activity between business and government. Prior to his current role, Graham was the CIO the Attorney-General’s Department. During his time there his Group delivered a range of projects which transformed the way Attorney-General’s delivered its services. For example, ComLaw moved Commonwealth Acts and Regulations off paper and onto the Web, and AUSDIN provided a single portal crisis management in Australia. The Group also delivered enabling projects for the National Security Hotline, the family relationship centres and a range of other major Government program


Warwick Watkins, Director-General and Surveyor-General, Department of Lands, New South Wales Government

Warwick Watkins

Warwick is Director-General of NSW Department of Lands, Surveyor-General of NSW and Registrar-General of NSW.  Currently involved with a number of committees, Warwick is considered a leader in spatial information management.  Among his key positions are Deputy Chancellor of the University of Technology Sydney, Chair of the Australian and New Zealand Land Information Council, Director of AuScope Limited, President of the Board of Surveying and Spatial Information, Chair of the Australian Spatial Consortium, and Founding Director and Treasurer of the Society for Knowledge Economics.


Laurence Millar, Deputy Commissioner & Government CIO, State Services Commission, New Zealand Government

Laurence Millar

Laurence has nearly 40 years experience in the public and private sector in Europe, United States of America, Asia, Australia and New Zealand.  He has undertaken work for a wide range of New Zealand government agencies including: The Treasury, Department of Internal Affairs, Land Transport Safety Authority, Department of Labour, New Zealand Customs, Audit New Zealand, Order of St John, New Zealand Fire Service, National Archives, Ministry of Foreign Affairs & Trade and the Ministry of Justice.  He took up the position of Government CIO in March 2008.  Laurence has a Master of Arts in Mathematics (Honours) from Cambridge University and a Master of Science (Distinction) in Cybernetics from London University.


Mal Grierson, Director-General, Department of Public Works, Queensland Government

Mal Grierson

Mal Grierson BEcon, MPubAdmin. (UQ) is Director-General of the Queensland Government Department of Public Works.  The Department of Public Works employs approximately 7,350 staff and has an operating budget of in excess of $2.0B.  The Department has lead agency responsibility for the design, construction, fit-out and maintenance of government buildings; whole-of-Government ICT; procurement; and recordkeeping in Queensland’s public sector agencies.  Through the Shared Service Agency and CorpTech, the Department provides high quality, standardised corporate services and business solutions to Queensland Government agencies.  Among his many commitments, Mal serves on a range of inter-departmental CEO committees and is Chair of the State Purchasing Advisory Council and Strategic Information and ICT CEO Committee.  On a national level, Mal is Chair of the Australian Procurement and Construction Council, is a Fellow of the Australian Computer Society (ACS), a member of the Institute of Public Administration Australia and an Alumni Member of Smithsonian Queensland.


Rhys Francis, Executive Director, Australian eResearch Infrastructure Council

Rhys Francis

Rhys completed applied mathematics at Monash University and his PhD in computer science at LaTrobe University where he returned to enjoy a decade of teaching and research.  He began his career with CSIRO in 1990, and was appointed Research Program Manager in 1994 focussing on electronic document technologies, e-commerce and resource discovery.  Since 2004, he has worked as Program Manager for the Australian National Grid and CSIRO Director for High Performance Scientific Computing.  In his current position, Rhys leads the establishment of eResearch services that support Australian world class researchers and research teams.


Bruce Wilson AM, Commission Chief Executive, Public Service Commission, Queensland Government

Bruce Wilson AM

Bruce has had over 30 years experience working in the public sector with the last 19 years at the CEO level.   In July 2008 he was appointed by the Queensland Government as Chief Executive (Special Projects).  His first assignment has been to lead the development of the new Public Service Commission as Commission Chief Executive.  Starting his career as an engineer in 1972, Bruce has worked at both State and Federal levels and has held a number of senior executive positions within the Queensland Government, including the Chief Executive positions of both the Lands Department and the Administrative Services Department.  More recently Bruce has been the Chief Executive of Queensland Transport for the past 12 ½ years. Major achievements at Queensland Transport include the TransLink initiative for integrated public transport in south-east Queensland and the Brisbane Busway network.  Bruce was appointed a Member of the Order of Australia in the 2008 Queen’s Birthday Honours.


Master of Ceremonies: Andrew Lofthouse, Broadcaster, ABC News

Andrew Lofthouse

Andrew has been a radio and television broadcaster for 20 years, joining the ABC in 1990.  He has produced and presented numerous programs for local, state-wide and national audiences.  Andrew has been the ABC’s 7pm TV news anchor and radio news presenter in Queensland since 2001.
